4 is easy - it doesn't matter. A criminal is
prosecuted in the county where their crime was committed,
so if you murder somebody in Texas, that has the death
penalty, and get caught somewhere that doesn't (maybe
Utah? I don't know offhand which states do not), they are
going to extradict you back to Texas.
For Batman's views, I'd recommend Doug Moench's THE FORENSIC FILES OF BATMAN, which illustrates that, regardless of what Batman's opinion's might be as to whether or not the state should kill people, his detective side is too familiar with the potential for mistakes to be made to be really comfortable with the idea. |

 And yes, I'd
probably go along with what Chris said. Being English I
have absolutely no idea about US law, so almost anyone on
this board would be a better authority than I.TWO-FACE: Poison
