I had to look this up myself, as I didn't remember how specific I was in Arkham Tale. Lengthiest mention I think we have of the old ice cube:

So yeah. It's the same double-whammy essentially that we saw in the cartoon, what happened to Nora and what happened to him. Most portrayals seem to see him as all about vengeance for those wrongs. Personally, don't. I see Victor as pretty much dead but somehow his body didn't get the word. This is probably why we don't see him much in the Tales. He seems to suck the energy out of whatever room he's in, and that's not good for comedy or drama, as a rule.

There is no Rupert Thorne in the catverse. We have other mobsters like Carmine Falcone who I find far more suitable to the role, as their ethnicity actually fits one of the various mobs that exist in past and present New York; and they are drawn either from the comics or from history, which I prefer to the cartoon wherever possible.
