Owlman was, well, an evil version of Batman. The brains of the Crime Syndicate. I do believe his powers weren't quite the same in that he actually had powers, but they were the result of cybernetic implants he'd invented and done on himself.

I concur. I believe that was the Wrath. (The character was used in a rpg arc I was involved in.) While the character has come up in discussions I've had with others re: rpgs, he DID appear in a comicbook story. I want to say that was in Batman Special #1 in the early 1980s (pretty good artwork by Michael Golden, as well). In my sister's Gotham rpg book, there's a villian called The Wrath that fits that description. Unfortunately, the book is with my sister at home, not with me at college, and I can't really remember much more.
