I think Batman's confrontation of Riddler, and Riddler's non-denial, kind of heavily implies that yes, Eddie was behind this all. If not giving Strange the desire to get his groove back, useing it, Cobblepot's greed, and Selina's similar mid-like whatsis feelings to his advantage.

The finish was certainly worth the buildup to it. I especially loved the growth Talia does show by the end; especially her comparison with the original of that diner painting vs the cropped print.
